ISSUE DESCRIPTION
Description of the issue: A constant high-frequency stutter in frame rate seemingly caused by a matching high-frequency stutter in the graphics queue response time occurs for the entirety of all flights, beginning a few seconds after a flight loads.
The frequency of the stutter seems proportionally relational to graphics preset - low = very slow, but still present and tangible stutter, ultra = stutter so fast it just seems to read on the FPS display as high response time/lower overall framerate. Ironically, this makes ultra one of the better experiences due to the lack of stutter, but is still not great. See below for screenshots of the FPS display at each preset and a video of the stutter beginning after the flight begins.

Note - this was tested with a completely empty Community folder, with all remotely-relevant background apps closed completely, and after having cleared all the usual caches, streamed packages, etc.

[PC Only] Are you using Developer Mode or have you made any changes to it? Yes, but only after the stutter was noticed and developer mode enabled to verify/document the stutter.
