Well, forth time’s a charm? I loaded up the sim once again, no changes to settings or drivers, and it’s now running about as fast as before. I needed to drop a few settings from ultra to high over Paris, what a dense but sprawling city! But after adjusting I was getting 24-30 over most of Paris and it looked great!
I have no idea what was causing the super low fps or why it went away.
