For the most part its a GPU thing. The one sim graphic setting that is really effected by the power of your CPU is the terrain level of detail. Everything else is GPU related. I’d bare in mind that there’s quite often not much of a difference in over all image quality between high and ultra settings.

Sorry but with your hardware it is very much is a cpu thing, not gpu. A 5600X is normally not powerful enough to gpu limit an rtx3080 even at 4k all ultra, that’s only really possible with low LOD and very low or off traffic (or multiple screens & VR) … In your case only a bigger cpu will improve the things mentioned in para 3.
