I purchased the 737 max a couple months ago. Now it is asking me to buy it again. How do I contact the Marketplace for MSFS?
Perhaps take screenshots of the records of your purchase, perhaps keeping your card number hidden as well a screenshot of this message you get while in game. Would your purchase records be found under your Microsoft account? Not sure, I have never purchased anything in the marketplace in game and never will… You can then contact them directly with aforementioned information.

Have you tried signing out and signing back in to the Xbox App then launch the game and try?
In the in game settings under data section, do you have set a data limit by chance? Try setting temporarily to unlimited?

Marketplace purchased content is DRM protected and validated by the servers, if the validation process fails (perhaps due to a temporary server connection glitch) then content can sometimes be flagged as not available to the user.
Restarting the sim and/or logging out and logging back in again are thought to help sometimes.
For more permanent/serious issues then a ticket to zendesk support is required and they may be able to resolve it for you.
I find this and the fact that no proof of purchase receipt is provided for marketplace purchases problematic so I stopped using the marketplace altogether and all my purchases are now through external vendors. I have had no issues whatsoever with content purchased this way.
In its present state the marketplace is simply not fit for purpose.
