787 Can't engage LNAV after Heading Select

If flying on Heading Select I can’t engage LNAV. The button is lit but it’s not engaged (in white and under HDG SEL in the ADI) and remains in HDG SEL mode following the selected course. In approach, switching to APP works.

Still LNAV can’t be engaged when Hdg Sel is active
