Yes, You need to have enough money for the cheapest used plane for unlock to buy the company. If remember well you dont have to buy the plane but without plane the company useless 
If u have enough patient, you should save minimum for the cargo for better reward. 
Edit: Try to click on cargo company, maybe show you the price of plane.
