By 97C it is already thermal throttling the device has inadequate cooling.

Potentially the thermal paste/pad is bad. Consider replacing the thermal paste with something better, I use Noctua NH2. (bad thermal paste may even be a warranty issue)

You can probably get better performance by under-volting a touch. If you can stay out of thermal throttling your performance may go up even though the voltage is now below stock as the stock voltages are conservative and a lot of CPU can give identical performance at a slightly lower voltage for a thermal benefit.

If your not inclined to undervolt manually a lot of BIOS will have an easy offset option they will move the whole curve down. You will need to stability test at both max load and no load as undervolting by offset can cause crashes at both ends of the load curve.

TLDR - replace the thermal paste with something better (but NOT liquid metal) and undervolt a touch.
