Problem 100% solved! I turned of FXAA antialiasing in nvidia control panel. Thank you for pointing me to looking at the “limited by” message. I looked up rdr thread and found that its the FXAA setting. Now I dont get anything under 40 fps no matter what I throw at it. Thanks again!
