It means you lost Azure (online) for ATC Comms. What you’re hearing is the local voices on the Language Pack you have installed on Windows.
I turned him back to school long time ago. Just was not bearable. I know one needs to encourage the young, but that one went too far for me. 
My female co-pilot lost about 20 years at the same time.

Yeah, I don’t really understand some of this.
I live in France, but mostly everything on my PC is in English.
When I lose Azure for some reason, I get the ATC and myself in French, with a terrible accent (normal, because it’s a French text-to-speech voice speaking English. The lady actually sounds the way a frenchwoman would speak in the nineteen-sixties… OK, sometimes even today
).
But what I really don’t understand is that it’s using an extremely un-natural high-pitched voice, which makes it even more ridiculous.
I really have to figure out how I can change this.
Edit : fixed in Windows settings. Have a normal voice now in local mode.
This feels like more server issues like the PG and bing data ones. I’m going to bet £20 they are related.
When you lose Azure (online) a message comes up on the screen advising that Azure has gone off line.
When you start a new flight it should come back.
so is it bandwidth related? I never hear that sim voice in windows - i dont have annoying US-kid language pack installed, I have sultry posh english hottie.

Not sure what language pack you need to have installed to get prepubescent children.
Personally I turned off Azure and tried a few different language packs.
Can’t remember which one I’ve got right now but it’s a guy that smokes 3 packs a day and a tired old country and western singer.
I’m totally ok with that. It’s ways better than Azure. (Which just sounded a bit dull after a while)

I’ll hold out for the Samuel Jackson and Kate Beckinsale language pack, I’m sure Asobo are on the case.
It would be nice if Azure online option would use the current Offline voice to spell out ATIS. With it’s robotic voice it sounds far more realistic than the Azure reading ATIS and ATC with exactly the same voice.
I might be wrong, but my impression is that when using offline voices, MSFS changes the pitch of voices to simulate different persons for ATC or Pilot or ATIS. Sometimes that pitch becomes too high to be natural, depending on the installed/used offline voice.

This actually makes sense because I’m pretty sure I never installed the “Chain-smoker and Boss Hogg from Dukes of Hazard” voice pack but somehow that’s often what I get.
I tried the David Beckham voicepack, but I kept ending up in Victoria.
