I have the same issue as OP, with only one difference, 14th gen intel, the rest same.
Using the tablet computer to the left of the cockpit to remove the tire blocks, is the only way to solve this issue/bug. Removing it from the outside does not seem to work.
The engine is pushing the A400M forward and even down, but even without parking brake, no movement.
