Add basic scenery configuration settings in Marketplace Content Manager

Please add the option for developers to set configuration settings for scenery in the Marketplaces’ Content Manager, so that users can go in and disable static aircraft, or switch to lower-resolution textures for example.

The issue of static aircraft is going to be a big one especially for people who fly on VATSIM or use add-on traffic managers. Developers like to include static aircraft for people who dont fall into those categories, but those that do have no option to disable them.

I hope scenery configuration settings can be built into the Content Manager.
