Looks fine for me on pc and xbox, make sure you dont have and community files in there thatmodify the terrain or area around there. SU5 update a lot of previous issues where we needed water height fixes or land fixes which are now no longer needed.
Everything is stock. Take a look at the first and last pic again. Still have water issues in Phoenix
Try clearing your rolling cache if you have one and restart the sim.
Also check for any updates in content manager for USA, I think there were some with SU5
If that doesn’t fix it see if it is distance related, i.e. approach from a distance and see if it changes as you get closer.
