ISSUE DESCRIPTION
Description of the issue:
Settings > General > Global Rendering Quality (expand) > Air Traffic
Air Traffic can be set to OFF, LOW, MEDIUM or HIGH
When set to OFF, all the in-game AI Aircraft disappear as intended.
However, all the online player aircraft disappear as well.
The latter should not be how it is.
Some players have there own third party traffic injectors (e.g. BeyondATC users) and have no need for the default ATC or AI Aircraft injection, but they still want to see online players when the default AI Aircraft are gone.

Since after as I can remember in SU1.
REPRODUCTION STEPS
Please list clear steps you took in order to help our test team reproduce the same issue:
easiest way to see this happen.
- have live players and online on, and set Air Traffic to LOW, you should see some AI aircraft immediately and the other online players in your vicinity
- go to settings, set Air Traffic to OFF, all the AI traffic disappear but so do the online players
