When you tested by removing all mods (airports), did you clear rolling cache (if you use it)? There is also a scenery cache (with index files that can be deleted) located at:
C:\Users\{username}\AppData\Local\Packages\Microsoft.FlightSimulator_8wekyb3d8bbwe\LocalCache\SceneryCache
