Both FPS and CPU utilization appear normal to me at a first glance. However, it appears you have the CPU’s efficiency cores activated, which can cause issues due to faulty task scheduling. This will also depend on the Windows version you’re using, but I suggest you entirely deactivate e-cores in the BIOS and try again.
What’s more, I can see your ethernet usage spiking several times and although the scenery in the screenshot doesn’t look particularly demanding, loading data from the servers could be a cause for stutters, too. It often is for me and I have 12900k/3090/100Mbit and a decent ping.
