Animal locations not in sync in multiplayer

ISSUE DESCRIPTION

Description of the issue:
Animal locations are not synchronized within multiplayer. While in multiplayer with the same flight parameters (weather, time, location), the animals do not appear in the same locations or even nearby for everyone. This makes multiplayer group sightseeing flights difficult and frustrating. It is impossible for the flight leader to point out animals (because they will not be visible to the other participants). We exist in different worlds having different experiences while in the same location, aircraft, time, and weather.
Issue exists if all participants set the same flight time of day before launching the flight and also if participants set the same flight time of day once loaded into the airport.

ICAO, coordinates, or specific location:
Everywhere animals exist.
Recently observed at HTSN, HTNO.
