To be serious about this, the issue is mainly that the message suggests that the user’s bandwidth is insufficient. There is absolutely no reason MS cant be more precise about the wording, but of course if the issue as most of us suspect is actually congestion at the server side then that needs to be sorted also.
Changing servers would appear to be a waste of time as players from all over seem to have the issue.
