Seems to me that with SU11 DX12 is not optimized at all as the load is mostly on CPU and hence most people are main-thread limited! SU10 was better in this regard! Hope Asobo gets this fixed and optimized! Seems like even people with RTX 4090 have stutters/issues! So I am not sure if there is anything we can do as far as the hardware goes to get a smooth Sim using Ultra settings.
