Apparently, it is MUCH easier for 3rd party little dev companies to “use or obtain” a livery than Giga, Mega MicroSoft or as someone else has suggested maybe it is more “cost effective” to the Cash Cow to just let 3rd party devs put them in the “Marketplace” ?
