To facilitate network voice communication (IVAO, VATSIM, etc.), I want to assign a button on my joystick to the “Right Ctrl” key on the keyboard.
How should you configure the joystick in MSFS 2020?

I do not think that is possible. The Alt, Ctrl & Shift keys are designed to work in tandem with other keys. If you could assign an action to just one of them, then that would stop all the other key combinations from working. For example, suppose you could assign just “Ctrl” to the command to open the ATC window. Then “Ctl + A”, “Ctl + B”, “Ctl + C”, etc all would not work as the sim would promptly open the ATC window as soon as you hit the Ctl key & then consider the “A” keypress as a separate command to do something else.

In network (IVAO, VATSIM, …) I use TeamSpeak to communicate by voice and the “Push To talk” function of TeamSpeak is assigned to the “Right Ctrl” key.
When I was using FSX (before 2020), I assigned pressing the “Right Ctrl” key to my joystick. I no longer have the PC from that era and I don’t remember if this assignment was done directly from FSX or through another application.
Is there an application external to MSFS 2020 that allows you to assign a key to a joystick button?
The Windows Powertoys has a utility to reassign keys on the keyboard but I’m not sure you can do it with a joystick. It’s worth a try.
The Powertoys can be downloaded from Microsofts web site and have been updated for Win 11 and are supported by MS. Just Google it and you’ll find the link.
