ATC - ILS approach

If, for example, I plan a flight from LEBL to LEPA.
I select ILS 24R.
When I approach in flight, says the ATC visual flight. In the selection menu, there are almost only visual approaches.
With SU 10 it still worked. When I went to select on another approach, there were all ILS, DME, Rnav, … inside.

I was able to find the same with EDDK and EDDL.
Can anyone help me ?
