Brief description of the issue:
if I am sitting on a runway and decide not to take off for some reason … ATC issues "Go Around " and says I’m sitting on the runway … I exit the runway to change something and ATC still isssues the “Go Around” and says I’m on the run way … I reported this in 2020 originally

Sit on runway (KSAN for example) and wait for ATC to issue go around to another plane … then exit the runway and ATC doesn’t realize you’ve cleared the runway
