Brief description of the issue:
When adding VORs that are not on airways they are not found. Here are a few examples: BAM, STG, BMN, CHA. They all are in Germany (region “ED”) but are not shown in the selection dialogue.

Detailed steps to reproduce the issue encountered:
Try enter a fligh plan. My example: EDDM/EDDH. When trying to enter one of the VORs which are not on airways (BAM, STG, BMN, CHA for example), the following selection page does not show them in the “ED” region (for BAM and STG). For some of them (BMN and CHA for example I’m getting “not in database”). This happens with or without navigraph. Tested with default 172 (G1000), all the VORs can be used in the flight plan in that plane.
