The flap lever should be able to move, regardless of blue system hydraulic pressure. Without blue system pressure the flaps themselves won’t move. Regardless the lever can be moved.

REPRODUCTION STEPS
Cold and dark, try to move flap lever. The press AUX PUMP pb to pressurize the blue hydraulic system and observe the flap lever moves.
