ATR removing the FD on one side removes the FD roll bar on the other side

ISSUE DESCRIPTION

When selecting the FD off on either side, on the remaining side, the FD roll bar disappears.

Always.

REPRODUCTION STEPS

Select FD to OFF on either side, observe no FD roll bar on the remaining side.

Also, when selecting FD to STBY, ALTSEL should not arm. Even through ALT SEL shows as armed on the FMA, it does not capture the selected altitude (correct). When selecting FD to STBY (with autopilot OFF), the whole FMA should be blank.
