ATR - Unable to disable PROP BREAK

This happens to me on every flight. Here’s what I do:

  1. Turn off prop brake switch. PROP BRK light goes off then comes back on.
  2. With the switch still in the OFF position I turn off all three hydraulic systems
  3. PROP BRK light goes off
  4. Turn on all three hydraulic systems.

Prop brake light stays off and propeller animation shows spinning propeller.
