Even that isn’t correct for the 747.
On the ground, if the spoiler lever is put in auto, the spoilers will (at least they are supposed to) deploy.
Speed or thrust lever position does not play a role.
You don’t arm the spoilers for takeoff as in an Airbus.
They will auto activate if reverse thrust is applied for an RTO during the T/O roll.
