Description of the issue:
Setting throttle to idle does not slow the rotor RPM.
If applicable, which aircraft is experiencing this issue:
Bell 407. The H125 does not have this problem.

REPRODUCTION STEPS
- Launch Bell 407 on runway
- Check RPM and throttle position is in FLY
- Rotate throttle to IDLE and observe RPM does not reduce,
