Could be a couple things… On my old PC it would let me do ultra but instead of just having lower FPS things would be rendered strange and/or fuzzy. Can also be your internet connection speeds, but I’d be surprised at that altitude if your streaming much. Does the image improve if you lower the your settings down? Hard to say much without your system specs, and graphics settings.
