I have the exact same issue. I have specs and internet that should easily be able to give me more than what I am getting. All settings are on Ultra and the LOD is set to 400.

RTX 4080 16GB VRAM
64GB DDR5 @6000MHz
3440x1440 Monitor
100Mbps Bandwidth
Textures on the ground are blurry, and the LOD is as short as anything even set to LOD400.
