Here is an update. I have determined that the boats are moving but very few have wakes and/or smoke. I do usually find at least one boat with a wake. Do the Gaist boats display wakes? All of the aircraft carriers I have found that are not stationary have wakes. Also all their support ships. How about the Seafront Sight Seeing Vessrls, do they show wakes. Some posts above have said that all of their boats have wakes and smoke. Only a few of mine do.
