It’s a known bug that people are reporting even on Fenix Discord and Asobo isn’t even acknowledging it
The only way to resolve it is for a temp fix which works for most not all…
Look for “Left brakes” and “Right brakes” on all devices under the controls settings and disable them all (I had it for the keyboard also)
Once keys for all devices have been removed, set “Left brakes” and “Right brakes” to your slider on your stick or something similar, for me the slider on the joystick, and if it gets stuck again use your sliders up or down to remove the brakes…
Most of my testing results to control setting “Left brakes” and “Right brakes” being popped, since I removed the “Left brakes” and “Right brakes” from all devices and to my sliders it has helped big time, even that it does play up, I moved sliders up or down to release the brakes helps
