It seems that they were not very specific regarding what exactly they were going to do. On the one hand the cloud system was indeed reverted and it can work on older GPUs again, but they will probably need to do something else to fully fix the pixelated and grainy appearance. It might be a problem with the new TAA, because the denoising on some cockpit shadows is currently broken as well.
My guess is that progress on that issue is tracked via that thread on the Feedback Snapshot.
