This bug has been around for so long! Why don’t you fix it? It can’t be that hard, can it? It’s incredibly annoying to restart the sim every time you want to create a new flight.

A simple workaround is starting with the clear weather preset and then switching it back to live

That should not be necessary! But yes the workaround exists.
We’ve been working around this issue since release. Honestly, how hard can it be to fix!?
8 months ago not fix 2 flight without live weather
SU 4 or 5 or 6 fix 2 flight live weather soon
So, after some diging problem with clear sky, I found at what point it stops working in all situation.
Start flight with live weather, fly from one to another airport, then taxi to parking and shut aircraft off. When you get END FLIGHT window and pressing exit to main menu - next flight will be WITHOUT live weather. Completely clear sky everywhere in the world and 29.92 baro.
Nothing will help you, only restart simulator.
