ISSUE DESCRIPTION
Description of the issue:
The three-way switch for setting brightness level and testing function of the annunciators is being treated as a momentary switch and even if held in the Dim position it is not dimming the annunciators.

REPRODUCTION STEPS
Please list clear steps you took in order to help our test team reproduce the same issue:
- Load C&D into C172 Basic
- Power on aircraft
- Attempt to manipulate annunciator brightness/dim switch
- Note it won’t stay in the Dim position and snaps back to Bright
- Note it won’t dim the annunciators even if held in the Dim position
