In addition to the flaps, most of the other electrical items seem to not work on the steam gauge 172. The GNS 430 comes online just with the Master switch, but the lights, starter, GNS 530 all do not work.

Note the positions of the master and avionics switches in this screenshot, and the lack of anything but the GNS 430 display among the avionics stack.
