You know, I was wondering whether I should disable the adapters in hardware rather than just turning-off wi-fi, since Windows would still see the networks around it and that might cause issues, and now I believe you’ve confirmed that!
Yes, maybe not a proper way for a backup, BUT, once it’s working and I create that system image, every time I restore from it, every thing will be set afresh. When I do get the opportunity to take this online to update, I will simply create another image and replace the older one after confirming the newer one works.

Does not work. I am seeing the same results as before, as soon as I shutdown or restart the PC, I get the “Insert game disc” message.
I disabled every one of the adapters in Device Manager, in case Windows tried to sneakily use one.
I didn’t see the options to go offline as you showed; instead, I saw messages in red that told me that I lost my internet connection and that I would be in offline mode and that the game would periodically attempt to reconnect.

Later today, when I have a bit more free time, I’ll run some tests on my end and write out exactly what steps I’m taking.

Something has changed with the offline mode in MSFS.
Instead of the usual popup at step 6, now there’s just a notification about switching to offline mode.

After quitting to the desktop and restarting MSFS, offline mode works, but after rebooting the whole PC, it no longer does.
Back in 2022, I tested this mode on Windows 10, but now I’m on Windows 11 24H2. Honestly, I’m not going to dig into the cause because Windows 11 and the current MSFS simply don’t run flawlessly. Bugs can be anywhere, including Microsoft’s own services.
I recommend reporting this issue to MSFS and Microsoft support.
I don’t know much about this, but wouldn’t you always have to have a brief time online to verify your purchase of MSFS?
