Brief description of the issue:
The condition levers do not feather the propellers at the Fuel Off or Start & Feather positions, as they should. The only means to put the props into feather, is to use the ALTN FTR switches on the glareshield.

Detailed steps to reproduce the issue encountered:
- Unbind any prop or mixture axes to prevent interference. 2. Load the CL-415 from a ramp start. 3. Turn batteries on, fuel pumps on, ignition to NORM. 4. Start either engine and observe that the propeller blade animation immediately moves to a flat pitch upon moving the condition lever to Start & Feather. 5. Observe that NP rises above the middle red zone and that the engine produces thrust to confirm that the prop is not feathered. 6. Move the condition lever to Fuel Off and observe that the propeller animation still shows a flat pitch.
