Aircraft loads with 51% fuel when in World Map fuel is set to 100%

In the World Map, select the De Havilland Canada CL-415
I believe, and this is just a guess because there’s no documentation for this aircraft, that the aux tanks are “header tanks” that are probably in the nacelles or just adjacent. To me that would explain the fact that 20 gal immediately drains from the each main to its respective aux tank.
Do you have the same issue if you follow the OP’s steps to reproduce it?

Even when cold and dark the fuel will crossfeed from the right tank to the left. Trying to enable the crossfeed after startup has no effect. Plane remains imbalanced and impossible to fly properly. Restarting flight has no effect imbalance persists.
