Cannot enable multiplayer after previously disabling it. The option to enable it is disabled

This happens every time I start the game
REPRODUCTION STEPS
Please list clear steps you took in order to help our test team reproduce the same issue:
- Disable multiplayer
- exit game
- load game back the following day
- try to enable multplayer => unable because the mutliplayer option is disabled

I am using developer mode but it also does not work with developer mode disabled
