I can confirm this bug as well. In well over 60 cargo missions, I have been unable to get a good score on drop accuracy even though I’m dead center on most drops. This results in not being able to get an S rating on the mission even with everything else is maxed out.
The result is that the aerial construction missions remain locked as the specialty required for accessing them requires an S rating on standard cargo missions first.
