Description of the issue: Flightseeing (and by extension, First Flight, which share eligible aircraft for the most part) missions do not allow for the use of several aircraft which are shown to be eligible for the specializations and purchasable for the company from the company management menu. These aircraft are not purchasable when shopping for aircraft for a specific mission, and if you already own them, they appear grayed out and labeled as “On Site” although no aircraft of yours may be on site.

REPRODUCTION STEPS
Please list clear steps you took in order to help our test team reproduce the same issue:
Observe the list of eligible Flightseeing/First Flight aircraft from the Specializations menu
Select any Flightseeing or First Flight mission
When selecting an aircraft, shop for Brand New aircraft to purchase
Observe several of the aircraft* seen in step (1) are now missing from the selection
Optionally, if you already own one of the aircraft observed to be missing in step (4), observe that they are shown in the “Your Fleet” tab, but grayed out as unavailable and indicated to be “On Site”

I thought so too, but that’s not the case - for example, the Aeroprakt A-32 and Flight Design CTSL can also only take one passenger. A different message appears when trying to select an aircraft that doesn’t meet the requirements (duration, capacity) - and most importantly, it doesn’t show as “on site” when it’s not.
Plus, the DHC-2 Beaver, which is unavailable to purchase for any Flightseeing mission that I’ve found (along with the rest in that list) can absolutely hold more than one passenger.
The Beaver can definitely take more than one passenger. So it does need looking into. I must admit I usually buy this company but I don’t buy more than 1 or 2 planes for it.
Basically, I’m not an authority on flightseeing missions. So I hope it gets the attention you have identified.
I’m currently working towards my personal Career “end game” which is at least one (1) of every aircraft in every specialization and at least one (1) of every specialization on every continent.
That’s an interesting and unusual goal. It’s certainly one way to pick up faults with this mode.
I certainly wish you luck with the aircraft maintenance which I suspect will become a real headache.
I loved the purpose of aiming for the next largest aircraft but sadly by the time you expand the fleet to earn the credits to get them, because I don’t use sim rate, I was just chasing maintenance costs to keep that hangar full of aircraft. Never mind the time spent doing it.

What does it say when you try to select it - I’m at work at the moment, so can’t check but I think everything that is excluded for whatever reason (range, capacity, unsuitable runways etc) shows ‘ON SITE’ erroneously.
If I was a betting man, there’s an old assumption along the lines of ‘The only reason the transfer cost is not a positive number is that the aircraft is on-site’. That assumption stopped being true when other conditions were added where the transfer cost doesn’t return this expected value (because of the exclusion).

It says nothing, nor is there any reason I can come up with for why all of these aircraft would be unsuitable for these missions.
EDIT: Just tried for giggles and confirmed that nothing happens when I click on the “On-Site” aircraft. Also this test was for a Flightseeing mission for one (1) passenger using a +5,000ft asphalt runway, so no possible restrictions there.
Also, you’re correct that it erroneously shows “On site” for aircraft ineligible due to range/payload limitations, however it still gives a message when selected, which is not the behavior observed for these Flightseeing issues. (see below Cargo Transport - Medium example)
