Well, locking at it, it’s correct. The Celsius numbers just don’t coresspond to the markers (lines across), they are in between, just where they belong.
True, the zero isn’t at 20F… but I’m thinking 25F is still a little off for 0C? I wouldn’t know, being an “American” and all, but from what little I know of that “silly” units system… 
Really, they could have properly done the hash marks on both sides of the circle properly…
In fact, it wouldn’t be too hard for somebody to correct the graphic, assuming the needle properly points to the real units side…
