The thing is, you have no “real” control over the card if you are using the CDI, as the card is linked to the CDI’s OBS knob – it cannot be adjusted independently.
Ok, yeah, sure, you could not use the CDI and just rotate the OBS to utilize the “ADF for a VOR” as a radio compass, sort of, but why would you bother to do that when you have a CDI?
OK I’ll check that airport out specifically. Every airport I fly out of doesn’t, that’s why I asked.
EDIT: Ah, I see PRB is directly in the center of the airport. Makes sense that you can pick it up.

Yeah, that’s weird. Unless it’s some arcane system I’m not familiar with, I can’t imagine why the two would be linked. It literally seems dangerous to me that you’d have anything on that RBI card other than 0 or your heading. It kind of makes sense to put it on the course after you’re established on course, but even then, it’s not going to compensate for wind correction and it’s just going to add the distraction of a false indication.
Yuck. Hopefully it’s just a bad interpretation of
an instrument that they can fix in a subsequent update.
