Brief description of the issue:
Ice protection system is reducing fuel flow in a way that is not accurate.

Detailed steps to reproduce the issue encountered:
Go to curse altitude and speed and turn on or off fuel flow.
If anything the FF should stay the same and thrust should be reduced by about 5%.
Also autopilot should compensate by increasing fuel flow to maintain the speed but it is not.
