City lights turn off and on in large groups

ISSUE DESCRIPTION

Description of the issue: As you fly above cities at approach altitudes, groups of city lights turn off and on as if city blocks are losing power and then reconnecting. I have tried increasing TLOD and OLOD. This did not fix the issue.

Coordinate or location of issue: Multiple areas, including New York City, Philadelphia, Los Angeles.

FREQUENCY OF ISSUE

Everytime I fly above cities at night.

REPRODUCTION STEPS

Please list clear steps you took in order to help our test team reproduce the same issue:

  1. Fly above metropolitan areas at 1500 - 3000 ft at night. Flying around Newark, NJ is a good test.
