That’s part of the GeForce overlay. If you go into its settings, you can turn off the mic. It’s for live streaming.

If you want voice activation, get Voice Attack and learn some basic macros.

Or Pilot2ATC, you can talk to ATC offline, it’s pretty sweet. Here’s an example, skip to 39:55
I really like Pilot2ATC. It’s also got a nice flight planning tool. Add XATC Chatter to it for some more ATC immersion.
