idk why u want to put it on me. i tried fixing the plane and all i know is the flaps dont work and when i go in to the repair options it says flaps are fixed. and yes its possible to slow down without flaps but maybe im just not that good and with flaps it just makes everything easier and without them its too difficult for me, and i shouldnt even be having this issue because of what i explained
