The new Vive Focus 3 is likely to change the high/low tier bit. It looks like it’s using the same high res LCD displays as the Vive Pro 2 (at least in pixel count). It’s targeted at consumer-facing commercial applications and will be seen and used by lots of people. That’s going to raise expectations and may move the bar on what people accept as “good VR”.
As one who has been heavy into VR since the DK2, if you can run it, nothing beats high res and high refresh rates. The lower res headsets are great for getting a taste and seeing how transformative VR is, but flying is so much more satisfying at high res.
