You didn’t mention if scenery cache is enabled and if so then have you tried deleting it? Also, with no addons installed, with the newly generated content.xml have you also tried deleting all of the scenery index files found here? :Microsoft.FlightSimulator_8wekyb3d8bbwe\LocalCache\SceneryIndexes
It would be nice to see the entire error in Windows Event Viewer, I.E., the event ID along with all the information provided for this event in the general tab. All I can tell is that this appears to be a form of memory error and it may very well be an issue with your ram, (overclocking)? Or, it also could indicate an issue with your pagefile. Perhaps delete your pagefile and reboot your PC, then make sure you set a new pagefile no smaller than 10 Gigabytes in size.
